 Open B Board Report - September 20, 2011


The Holly Lake Ranch Association B Board held an open meeting

at Holly Hall, 2 p.m. on September 20. Updates on current issues were

given and homeowner questions were answered.  Board members

present were Larry Bowman, Jeanette Sterner, and Garland Ford.

Jim Atchley is on vacation.


Jeanette Sterner opened the meeting and introduced the Board members

present.  Rob James, General Manager, presided over the meeting.

Agenda items addressed follow.


1.  Candidate Forum.  Pat Jones invited everyone to attend the 7th

annual Candidate Forum at Holly Hall, Saturday October 29, at 2pm.

Two board positions will be open for election in November.  Come meet the

candidates and ask questions so you will be a better informed voter.

 

2.  Fire Danger.  The Texas Forest Service gave an informative presentation

with maps and charts of wild fires, current conditions, and weather patterns.

We are experiencing exceptional drought and are going into the dry season,

Oct. - Dec. It is critical to change our thinking about outside activities

such as:

 NO OPEN FIRES

 NO CHARCOAL GRILLING

 NO WELDING

 DO NOT THROW CIGARETTES OUT OF CAR/VEHICLE

      DO:

  Be vigilant in observing for smoke/fires

 Use only enclosed propane grills

 Clean roofs of pine needles

 Purchase an emergency address sign sold by the Fire

 Department (911 sign)

  Pick up brochure at Admin office on Ready, Set, Go and

  Firewise Communities USA.



 A.  Emergency Exit Signs.  Current emergency exit route signs will

  be painted red.

  A new emergency exit in Section 8 has been added.


 B.  Code Red Alert.  Go to Mywoodcounty.com to add your phone number

to list of phones called for an alert.  Click on "code red", and then register.  You

may also call 903-763-2356 to register.  Cost of a "communications network"

that could be used on an emergency basis will be evaluated.

 C.  Evacuation Plan.  Emergency route map will be printed in next Holly

Herald.   Evacuation plans are each homeowner's responsibility to learn

locations of nearest exit and the shortest or alternate routes to emergency

exits.


 D.  Please call security or fire department only if necessary, not out of curiosity.


 E.  Rob thanked the Fire Department for all their work….round of applause!

  F.  Joe Cirasola thanked the Holly Lake residents for their support to HLVFD

the past two weeks with the Gator Aide, snacks and financial support.


3.  Brush Dump.  Will be open the 2nd Saturday in October and then will be closed the rest of the year.  It is nearly full and cannot be burned because of the burn ban.  The Association also has a problem disposing of dead wood.  There

will be piles of dead logs that are too big to put in the chipper stored around the

golf course and on the Ranch waiting for the brush dump to re-open.


4.  Brush Pick Up At our Homes (Also recyclables) It would be good to provide

this service but would cost money and would cause dues increase.


5.  Lake Spraying Project.  Algae was a big problem.  Last two sprayings, Aug. 20 and Sept. 8,with spraying worked on some vegetation but not on the algae.

We will pursue methods to remove dead vegetation (as a result of spraying).


6.  Greenbriar Dam Seepage.  Dave Grover is checking for dam seepage

on a quarterly basis.  Jacobs Engineering checks the dam annually.    


7.  Audit Schedule.  The last full audit was 2007, next one will be 2012.

Each year Henry Peters does Mini Audits associated with our tax return.


8.  Fitness Center Roof Repair.  $5000 deductible was higher than money

spent to fix the roof.


9.  Stables.  Silverleaf owns the property and buildings on 23 ½ acres

referenced as the Stables.  HLR has right to use this property and currently

road materials are stored there.  There are no future use plans at this time.

The roof is in bad shape and the facility in general needs repairs.  We

do carry liability insurance.  The tax appraisal value is $275,000.

10. Security Building.  The new security building will be 1163 square feet.

Bids are due on Friday, September 16.   An estimated cost would be $81,410

using $70 per sq. ft as an average cost.  One tree will be removed.  The bid

does not include road work, landscaping or a new camera system.


11. Ranch wide garage sale (2 per year)?  Not feasible, as the timing of

those sales would not match the needs, for example when someone sold

their house they need the sale immediately.


12.  Is there a better way to notify customers of "need to boil" water?

Answer:  Liberty is responsible to notify their customers.  We do put

notices up on the entrance/exit marquees.    


13. Use of Legal Funds.  There is a request for the Board to pay $500 to

get a lawyers opinion on the disputed recreation easement issue.  The

board, if did this, they then would open the door for any other concerns

a homeowner may have, on any request, for monies to obtain a lawyer's opinion.

A. Changes to the Bylaws are proposed to prevent future occurrence.
